This shift isn’t theoretical.

On August 20, 2026, the U.S. Department of Education released new guidance encouraging states, districts, educators, families, and EdTech providers to take a more intentional approach to classroom technology.

The guidance centers on five fundamental questions:

  • What learning problem does the technology solve?
  • When should it be used?
  • Who should use it?
  • How long should it be used?
  • And what evidence demonstrates that it improves student learning?
  • Those questions represent an important evolution in how districts think about technology.

The goal is no longer simply implementation.

It’s impact.

Districts Have More Technology—and More Decisions to Make

K–12 technology environments have grown dramatically.

CoSN’s 2026 State of EdTech report describes 1:1 device implementation as nearly ubiquitous across grade levels. At the same time, districts are navigating artificial intelligence, cybersecurity, connectivity, staffing, procurement, device management, and growing community concerns about screen time.

AI is accelerating the complexity even further.

CoSN reports that 79% of districts now have AI guidelines in place, up from 57% in 2025. It also found that 64% of districts are using AI in operations, compared with 37% the previous year.

More technology creates more possibilities.

But it also creates more questions about which tools deserve district resources.

Usage Isn’t the Same as Impact

One of the easiest metrics to measure is usage.

How many people logged in?

How many licenses were activated?

How frequently was a platform accessed?

Those metrics matter—but they don’t answer the bigger question.

A tool can have high usage without producing meaningful outcomes. Likewise, a promising platform can appear unsuccessful when the real issue is implementation, training, access, or adoption.

That’s why districts need to connect multiple pieces of information.

Investment + Implementation + Usage + Outcomes

  • Together, they create a much stronger picture of technology effectiveness.
  • Instead of asking only: “Are people using it?” districts can begin asking: “Is this investment producing enough value to justify continuing it?”

Start With the Problem, Not the Product

AI makes this discipline particularly important.

The market is moving quickly, and schools are being presented with an enormous number of tools promising everything from personalized learning to administrative efficiency.

Recent reporting on district AI purchasing shows why starting with the problem matters. Some districts are deliberately using small pilots to determine whether AI tools address specific instructional challenges before expanding them systemwide.

That’s a useful model beyond AI. Before purchasing another platform, district leaders can ask:

What problem are we trying to solve? Then: What would success look like? And finally: What evidence will tell us whether we succeeded?

Defining those questions before implementation makes evaluating the investment later significantly easier.

Data Has to Connect Across Systems

There’s another challenge hiding underneath EdTech accountability: district data is often fragmented.

Financial information may live in one system. Usage data may come directly from a vendor. Student outcomes may live elsewhere. Professional learning information could be managed by another department entirely.

If those systems can’t be connected, evaluating technology investments becomes a manual exercise.

District leaders may know what they spent.

They may know how many licenses they purchased.

They may even know how frequently a tool was used.

But understanding the relationship between those investments and outcomes is much harder.

That’s why interoperability and data governance are becoming increasingly important parts of the EdTech conversation. Industry leaders have specifically identified fragmented systems, unclear ownership, privacy controls, and inconsistent data definitions as barriers as districts adopt more sophisticated technologies, including AI.

ROI Isn’t Enough. Districts Need Return on Instruction.

Traditional organizations evaluate investments using return on investment.

Education requires a broader lens.

Cost still matters. But the cheapest technology isn’t necessarily the best investment—and the most expensive platform isn’t necessarily the most effective.

Districts also need to understand Return on Instruction.

That means evaluating technology based on factors such as:

  • Investment: What does the district actually spend?
  • Adoption: Are the intended educators and students using it?
  • Implementation: Is it being used as intended?
  • Instructional value: Does it make teaching or learning better?
  • Outcomes: Is there evidence of meaningful improvement?

The objective isn’t simply to cut technology.

It’s to identify what works, improve what could work better, and reconsider investments that aren’t delivering enough value.

The Best EdTech Strategy May Be Doing More With Less

The next phase of digital transformation in education may look very different from the last.

For years, innovation often meant adding something new.

Another platform.

Another application.

Another dashboard.

Another license.

In 2026, innovation may increasingly mean simplifying.

Districts that understand which technologies are creating value can consolidate redundant tools, redirect resources toward successful programs, improve implementation where adoption is weak, and make stronger procurement decisions moving forward.

That’s good financial stewardship.

But more importantly, it creates a technology ecosystem that’s easier for educators and students to navigate.

Five Questions Every District Should Ask About Its EdTech Investments

As districts evaluate their technology ecosystems, start here:

  1. What problem was this technology purchased to solve?
  2. Who is actually using it—and how consistently?
  3. What does it cost when we account for licenses, implementation, training, and support?
  4. What evidence shows that it’s improving instruction, operations, or student outcomes?
  5. If we were making the purchasing decision today, would we buy it again?

That final question can be particularly revealing.

From More Technology to Better Technology Decisions

The EdTech landscape isn’t slowing down.

AI alone will continue introducing new tools, capabilities, risks, and opportunities into K–12 environments.

Cybersecurity remains the top priority for EdTech leaders, while districts simultaneously face staffing and budget constraints.

Districts won’t be able to solve that complexity simply by adding more technology.

They’ll need better visibility into the technology they already have.

The districts best positioned for what’s next won’t necessarily be those with the most tools.

They’ll be the ones that know which tools are working—and why.
